Charlie Richman Associate Director for GIS and IT Chief Information Officer   Charlie Richman is Associate Director for Geographic Information System (GIS) and Information Technology (IT), and Chief Information Officer for the Office of Planning. He has directed the revitalization of GIS and IT within the Office of Planning and is one of the few Certified Chief Information Officers in District Government. A GIS technology leader within District government, he has extensive hands-on expertise with GIS software, programming tools and census data. Prior to joining District government, he created the modern GIS consulting practice at ICF Consulting and was a senior legislative staff member for Senator Daniel Patrick Moynihan of New York. His PhD in geography and environmental engineering is from Johns Hopkins University.
